Project included the following tasks:
- Analysis of the impact and changes of TAF/TAP TSI implementation on the railway business processes of JSC 'Latvijas dzelzceļš' and AS 'Eesti Raudtee' and the development of a new business model;
- Development of a joint system concept and implementation plan;
- Preparation of an implementation plan to achieve an interoperable railway system for JSC 'Latvijas dzelzceļš';
- Preparation of an implementation plan to achieve an interoperable railway system for AS 'Eesti Raudtee';
- Development of technical specifications for the procurement of an operational transport management system (OTMS) for the implementation of an interoperable system at JSC 'Latvijas dzelzceļš';
- Development of procurement technical specification requirements for the improvement of the interoperable system VJS at ER.
Rezultāts
As a result of the service execution, JSC 'Latvijas dzelzceļš' and AS 'Eesti Raudtee' prepared a new business model and its implementation plan to ensure an interoperable railway system in the Baltic States and the inclusion of both countries' railways in the North Sea-Baltic Sea freight transport corridor (RFC8). The railway business processes were adjusted to meet the requirements of the TAF TSI Regulation 1305/2014 (and its amendments by TAF TSI Regulation 2018/278) and the TAP TSI Regulation 454/2011. To implement the business model, JSC 'Latvijas dzelzceļš' needed to replace the existing automated operational transport management system (OTMS) with a new system, while AS 'Eesti Raudtee' would undertake improvements to the VJS system. Within the consulting services, a joint system concept for Latvia and Estonia, two technical specifications (for the development of the OTMS and for VJS enhancements), and a system implementation plan were prepared.
