DEVELOPMENT OF TECHNICAL SPECIFICATIONS FOR E-HEALTH INTEGRATED INFORMATION SYSTEM

Project goal

Four assignments containing several activities were accomplished within the project.

The following activities were performed within the first assignment “Development of technical specifications for Deployment of Unified E-health Information System, Phase 2”:

  • Evaluation of the existing situation of the Unified E-health Information System;
  • Development of the deployment plan for the Unified E-health Information System;
  • Development of the technical specifications of the Unified E-health Information System;
  • Presentations and participation in the meetings of stakeholders.

The second assignment, “Development of technical specifications for Deployment of Unified E-health Information System, Phase 2”, included the following activities:

  • Evaluation of the existing situation of the Unified Supervision Information System;
  • Development of the deployment plan for the Unified Supervision Information System;
  • Development of the technical specifications of the Unified Supervision Information System;
  • Presentations and participation in the meetings of stakeholders.

Within the third assignment, “Development of Technical Specifications for Technical Infrastructure of Information and Communication Technologies”, the following activities were performed:

  • Examination of the existing customer’s information and technology infrastructure;
  • Development of the architecture for the information system necessary for the implementation of the project;
  • Development of the technical specifications for the functional and non-functional requirements for the improvement of the customer’s infrastructure;
  • Presentations and participation in the meetings of stakeholders.

Within the fourth assignment, support was provided to the customer during the delivery of development services, as well as consultations on the contents of the deliverables of the project.

Project outcome

Within the project, the requirements were developed for deployment of the functionality of the following information systems: electronic health card information system, phase 2, E-recipe information system, phase 2, Sector integration platform, phase2, e-appointment and referrals information system, phase 2, E-health portal, phase 2, as well as for data exchange launching within epSOS ensuring data exchange in the Member States of the EU, development of health care sector e-services, development of unified statistic information system for the sector, for migration of the register of the persons having certain diseases to the unified e-health information system, for the development of the functionality of Unified supervision information system, phase 2 and for development of the Unified e-health information and communications technology infrastructure.

The most important benefits to be expected as a result of our work:

  • Decreased administrative burden for residents – centralised and electronic storage of medical documents and implementation of e-services will reduce considerably the administrative burden of a patient, decreasing the time that used to be necessary for contacts with medical personnel.
  • Unified environment for health care services – currently the selection of health care services is fragmented and time consuming, but as a result of the implementation of the Unified e-health information system it will be significantly simpler and adjusted to different situation of actual life.
  • Wider involvement of patients in health care process – implementation of solutions for proactive exchange of messages between medical persons and a patient will considerably increase involvement of patients in health care process.
  • Improvement of health care process quality (related to prompt availability of the information) – the quality of decisions made by personnel of the health care sector will improve considerably, as they will be based on much broader information than before.
  • Improvement of health care efficiency at the level of health care institutions and pharmacies – the time dedicated by medical personnel (or pharmacists) to processing of medical and statistic documents will be reduced, thus more time will be dedicated to a patient/customer. Likewise, implementation of a unified e-appointment system, work planning and supervision process for health care institutions will be considerably simplified.

Improvement of health care efficiency at the level of the state – better availability of medical information will enable more precise analysis of medical personnel, medical institutions, patients, groups of patients, diagnosis or manipulations, thus allowing a more detailed analysis and improvement of the efficiency of the health care process.
